As a Jira layman, a project manager from a 'traditional' background, I need an overlay to help with the project and portfolio management side of things. Note - I am not an engineer and therefore need something that is simple to navigate and use, as simple as possible. BigPicture has been mentioned to me but after running through comments I see that some people complain about it's complexity. I need something like BigPicture to take away complexity.
Does anyone else relate to this and have you found a suitable alternative?

Here's the link to some of the "best project management apps" on Atlassian market place. Having said, I would recommend giving a hands-on with the free trail of the Bigpicture tool rather than going through comments.

If you are looking to track and manage progress on multiple projects at once, Structure for Jira is similar to using excel spreadsheets with more customization options to view information the way you want it to look.

Paying for 60 plus users when about 5-10 people will use it is not justifiable.

This depends a great deal on your exact requirements. However you could consider going with premium tier which provides advance roadmaps.
