I'm looking for something like qTest functionality, but qTest does not seem to work with JIRA Next Gen.
I think to answer this you may want to first consider why you are using Next Gen (or why you are adamant about sticking to it). Next Gen is simply a cleaner/simpler UI, which essentially translates to the same thing as Classic but with less options.
My organization has used X-Ray and it's quite good. It's hierarchy and reporting capability are excellent.
R4J is also excellent and has the added bonus of using all standard jira issue types and link types. It's very light on the reporting side currently but they are planning to develop that functionality further.

Thank you for your input. In regards to my use of Next Gen, I was not given a choice, but I do have a voice in the decision about the Test Management/Requirements Management tool that is chosen.
I have started evaluating Qmetry. Its a robust tool that may have the features that I think we need.

You can try AIO Tests for Jira also as part of your evaluation.
It works well with Next Gen projects.
