I have a user who has email filters set up so whenever someone mentions them they get an email and if someone just comments it skips the inbox. In recent cases looks like even though their name is blue in the thread (looks like it's an @mention) they didn't get an email saying someone mentioned them, they only got an email saying someone commented on a ticket.
What determines if someone get's an email saying someone mentioned them versus someone commented on a task if their name is included in the ticket. Also has anything changed recently that could of impacted this?
Additional thought: Does someone not get an email saying someone mentioned them if the task is assigned to them?

If someone comments and they don't get the email, then they're not a, "Watcher" on the issue. If they were, they would get that email that is fired from a comment. Make sure watcher functionality is turned on and set as a default in the system configuration of Jira.
All, @mentions send an email to the mentioned user.
