When Jira imports a project from an XML file, it will have two sets of users it warns me about. One set that it can create automatically, and the other set it can't.
My question here is, what happens to the users it can't create? Does it remove those users wherever they are mentioned? How exactly does this work?

On that case JIRA have two types of users:
- mandatory ( reporter, assignee, component lead or project lead)
- optional (the other ones)
So JIRA try to create the mandatory ones and if it can't the import fails. The othe r ones are tryed to be created and if it can't the project will be imported but that users names are missing, mostly it will be shown as "Anonymous"
