What is the best way to get a programme view for multiple projects in JIRA (without portfolio)?

I have 20 projects to be worked on by x2 scrum teams, what is the best way to structure this if our organisation doesnt have JIRA portfolio?

Can I create multiple projects with their own backlog, and then the scrum team pull down various user stories to work on , so they can work on several parts of a project at one time?

Hi,

You can create a board that consolidates all issues from all those 20 projects. This way users will have a one-stop-shop to work on. Create swimlanes or quick filters to differentiate the work based on projects. 

Another way might be to create one project and utilize epics to differentiate the work.
