Any recommendations on the best way to integrate Codebeamer with Jira?

It should be possible to integrate both tools using Stitch It, and Integration platform from the people behind ScriptRunner.
For Jira, you can make the most of the Managed Connections feature to create and allow Stitch It to maintain that connection for you. For Codebeamer, it is not a tool that Stitch It supports a fully managed connection for, however you should be able to connect to the tool using the Generic Connector, which is built to support connecting to tools Stitch It doesn't have full connectors to.
Once you have the tools connected, you can listen to events from either. Jira events are fully supported, and you can make use of the Generic events in Stitch It to configure Codebeamer to trigger Stitch It scripts.
In these scripts you can write code that accesses the REST API's of the tools to build out the custom logic that you would like to implement.
