Upgrade is the same as long as you are not changing OS, DB etc. See https://confluence.atlassian.com/jira/upgrading-jira-185729508.html for more details.

But be aware of the user management changes and the concept of applications (JIRA Core, Software and Service Desk) before you migrate. See https://confluence.atlassian.com/migration/jira-7

I would recommend moving to the cloud.  Atlassian keeps you up to date and you do not have to worry about upgrades.  If it is at all possible, that is the direction I would recommend.
