If you're referencing the two JIRA plugins in Jenkins, one provides an integration between JIRA issues and the builds that mention them, the other (Updater) lets you update issues as part of a build (with build steps)
You'll need to explain what you mean. There are loads of JIRA Issue updater addons - both for JIRA and for other systems that want to update JIRA issues. As for "JIRA Plugin" - there's thousands of those. Which one(s) do you mean?
