What s the recommendation to manage inactive users so that the count does not get too high? In an organization with thousands of employees, there could be projects with large number of users who could then become inactive once the project is done. They should not be deleted as they have issues assigned. How to best manage this so the number of inactive users does not reach the cap (ie. in cloud instance max users is 2000 and this could be breached after a couple of years). Looking for process recommendations for when users are no longer needed in the system,
Yes, that makes sense. Our situation is we have a server hosted configuration with 11 years of history and 2200 inactive users. We're trying to migrate to a cloud instance where the max users is 2000. So, I'm wanting to clean up the user list and avoid getting to this many inactive users again. Any suggestions?

In the past with JIRA Server I was able to reassign any unresolved issues that were assigned to the Obsolete Users Group to an active user https://answers.atlassian.com/questions/92277
