What is the workflow of Test Set , Test Plan and Test Execution in JIRA ? 

I want to create all three mentioned above.

as @Nic Brough -Adaptavist- said, there's nothing out of the box for this in Jira. I recommend you to use any testing app for Jira in order to manage your testing in a better and easier way.

That sounds like you probably want to use one of the Test Management Apps for Jira (as it doesn't have those off-the-shelf, you either need to build Jira workflows and issue types for them, or get something that does it better)
