I am the administrator on my JIRA account and I gave a user the permission to 'create issues' but the issue can see the project and the board but can't create an issue.
I don't want to give the issue an admin or project admin role, I only want the user to be able to create issues on the Kanban board.
Also is the permissions for a scrum board different from a kanban board?
It was a UI issue. The user didn't notice the + sign on the blue menu list.
They just need create issues permission for the project in question.
