I am wondering which permission is needed to change a project notification scheme? My hope was "Project leader" but it seems only to be the JIRA Administrator? Is it doable to give this permission to a project role for example?

Actually, as a project admin, you can not select a new notification scheme. You need to be a Jira administrator or above.
I am experiencing exactly same issue. I am a project level administrator but I don't see the action button on notification setting.
Our team wants to avoid all the bulk notifications in between monthly sprints so I am hoping to associate NONE brief moment, carry over stories to the new sprint, THEN associate DEFAULT NOTIFICATION SCHEME back.
It is frustrating that the project administrator doesn't quite have full privileges within the project. Is there any effective workaround to deal with this situations?

As a project administrator, you can switch to another existing scheme.
To alter an existing scheme (or create a new one) you need to be a jira administrator (site-admin).
So you could, as a jira administrator, provide some options (I'd advise working with project/team leads for ideas) and then the project admin can take their pick.

Thank you very much Aaron. I think i am doing something wrong because it don't work. My goal is to allow the project leader / project administrator to change a different notification scheme inside his project. It is not about to create a new scheme or to edit an exisiting scheme.
My test user is currently project leader and part of a project role, which itself is member of the permission "administer projects". When he switchs to "notifications" inside the project settings, the user can see, which notification scheme is used but the button on top called "actions" is missing. When I am (as an jira administrator) visiting the same page, the button is visible. So my guess was, that the button "actions" is only visible for jira administrators.

Have you created a custom role with the 'administrate projects' permission, or are you using the pre-built 'administrator' role for the user - the latter would be the sensible solution.
