What's the best way to create test plans for a JIRA scrum project

We have an In Testing status in our JIRA scrum board, but it's proving a little cumbersome to maintain and complete. What's the best way to create test plans for manual completion from a JIRA Scrum board?

@martin griffiths like it is already said, probably the best solution would be some plugin for Jira. 

I could recommend Requirements and Test Management for Jira as it has a quite straightforward process with easy linking of Test Cases with Test Plans.

I would look at the various test management apps in the market place, although you would probably only need one of the lighter ones.
