You do not use Microsoft documents in Jira (DC or Cloud), they are separate pieces of software.
I think you need to explain to us what you mean by "using a program in Jira". Do you mean "using a program (other than a browser) to view or update Jira"? Or maybe "open attachments from Jira issues in a program"? Or something else?

What, exactly, are you trying to do? If you're not sure how to answer that, then could you give us a brief description of a user journey? For example "user clicks on something in Jira, they get asked if they want to download a file, they edit it, then go back into Jira and click the attach button and upload the new version"

I don't understand the question, do you want to know what Microsoft tools you need to be able to run Jira Data Center?
