I would like to know if Jira and Jira Service Management continue to work normally after their Server license expires or is there an downgrade of functionalities?
What happens to the add-ons/plug-ins we use? Do they also continue to work?

jira server has a perpetual license so you can continue to work but without support/available upgrade.
Add-ons license depends from the app itself. Some of them are perpetual and others will not work after expiration.
For JIRA DC instance, instead, you can not use jira after the license expiration.

the add-ons will stop working and you will get license expiry message.
But Data centre trial licenses for add-ons can be installed and it will work.
However, it is highly recommended that licenses are purchased..

As all commercial and academic licenses are perpetual. Your JIRA will continue to work as it did it expired.

Jira server product license is perpetual. You can use them even after expiry of license. No functionality downgrade.
You will not get support and upgrades. Any how after Feb 2024, no support from Atlassian for server products.
Regarding add-on, please check with respective vendors. Most of the add-ons stop working, as per my knowledge.
