When Creating a New Issue Within the Parent Field Validation is NOT Occuring

From the Parent if I create an Issue by clicking the + button I am redirected to the bottom of the child issues where I can add a task. When I fill out the summary field and select Create the pop up create issue window does not open.

Any thoughts?

It appears that I did not publish my field validation changes in the workflow.

PICNIC error. Problem solved.
