When I am removing 1 user from Jira account, he is again getting add up automatically. How to remove user completely?

Removing mean? Trying to delete user? Does instance have public signup?  

It's best to disable user or remove group's of user both helps towards license.

Yes, I am trying to delete the user. User is getting deleted/removed from my account also. But then I receive an email saying that particular user has been added to group. When I check my user list, same user is added automatically. I want to know why the deleted user is getting added up by Atlansian?
