I tried to crated Issue, "Owner is required."

I solved myself that Owner Filed changed 'not required'.

Hi Ethan,

Yep by making Owner a not required field would fix the issue. 

Something to consider is that the Field Configuration could be used in another project where Owner is required. Something I do when I have multiple projects is to create configurations for each for this very reason. Where each project can be changed without affecting other projects.
