When I delete a project, it is moved to the trash, then I want to start a project with the same name and the message that appears is: you cannot create a project with that name because it already exists.
Ok, where would this dump be then? I want to delete it right away.

If you are using Jira Cloud and you have sufficient permissions you can navigate to this page (substitute in your Jira URL):
https://<yourJiraURL>/jira/settings/projects/manage
You will find an option for Trash on the left. There you will find a list of projects in the Trash bin with an option to permanently delete them immediately.
