At the moment we try to find a solution to the following problem.
We want to manage the project that we have over jira. The time a consultant spends on a task should be tracked on an jira issue.
If the project goes longer than a month the time that is recorded in the issues should be billed to the customer at the end of every month.
The billing happend in a other engine.
We now search for a way to mark the billed time in the issue so we have an overview if the time in the issue was billed or not.
Does someone has an idea how to achive this ?
Out of the box Jira does not track which time is billed and which time is not. I know there are a few other time tracking apps on the marketplace which could facilitate this for you, the most popular of which is Tempo.

As others already mentioned, Jira does not offer this functionality on its own. I came here to recommend our app, Clockwork Pro.
Not only it allows for tracking billable and non-billable time separately, but also comes with automated and manual timers, so time can be tracked by simply transitioning the issues to and from active statuses or by clicking a start/stop button.
When stopping a timer by clicking on the stop button or adding a worklog manually, a dialog is displayed. There the users can select if the time was billable or not, like this:
Please note that Type of work, Billable and Status are what we call Custom worklog attributes - you can define them on your own, there are "obligatory" fields like that. Currently you can define a Checkbox, a single select dropdown list and a multiple select dropdown list, label-stlye. You can also choose whether or not users can add their own options to the lists.
It is also possible to make the worklog description mandatory so the users have to leave a note on what was done.
With proper use of automated time tracking and Jira automation of API requests, you can also set the values for those custom worklog attributes automatically, without user input, based on conditional logic - but these are very advanced uses of Clockwork.

I'm Daniel from one of the time tracker app vendors Kian mentioned. Here's a theoretical run down on how your request could be achieved in our app, Timetracker:
1. Using the Tags and Billing feature, when your team creates worklogs for an issue, they can mark the worklogs as billable.
2. Later, (at the end of the month, when you are doing the billing for example), you would have to go back to the worklogs to add a custom tag, "Billed", for example. This can be done quickly on the Issue Views.
3. Then you can check the app's reporting to filter down for worklogs marked as "Billable", but not having the tag "Billed.
