We have Jira Cloud and it currently does not allow us to have unassigned issues. How do we change this to allow unassigned issues? (Either for all projects or on a per-project basis)

please have a look in your Jira Cloud administration in the General configuration, if the "Allow unassigned issues" is turned on.
