Hi, where/how do I add a new client to my current list as per the attached screenshot?

This looks like a custom field to me i.e. that field has been configured specifically for your JIRA instance by an administrator. If that is so, you have to contact your JIRA administrator for future information on how the values of this field are set/ calculated/ etc.
