There seems to have been an oversight in the JIRA 7 download selector - there are binary installers but as far as I can see no archive.
We require the tar.gz version to upgrade our existing installation.
https://www.atlassian.com/software/jira/downloads/binary/atlassian-jira-software-7.0.0-jira-7.0.0.tar.gz can be used for this. Is there any reason you're using tarballs over the binaries? The standalone installer makes it a lot easier to upgrade the instance rather than using the archive file.
Also we have a bug raised for this under https://jira.atlassian.com/browse/JRA-45660, when it's fixed the downloads will be available again.
We have standardised locations for where we install applications on our servers, so we just like the extra control that the archives give us. It only took about five commands to do the upgrade, so it's not too hard.

Some of us are trying to perform automated installs, in addition to installing in custom locations. The TAR archive makes this easy. We do not want to be dependent on creating answer files for every version or hacking install scripts to get the install automated. Atlassian has discontinued support for the WAR file, and it would be a shame to lose support for this option as well. Actually, if Atlassian distributed packages like RPMs, that would be even better. In fact, we're putting the TAR file into an RPM... PLEASE make this installer readily available!! Thanks!

same here. We don't need the installer. we have set up our own custom environment. we only need the raw webapp inside the tar.gz and running the installer for every update just doesn't make any sense.
