Where can I download the JIRA JSON-RPC plugin?

Where can I download the JIRA JSON-RPC plugin?

We would like to use the JSON-RPC to send data into JIRa without having to login but I am having trouble finding where i download it from. Does anyone have a quick link to the download site?

I would not say it is a plugin but a SDK.
