Where is the Tools button?

This question is in reference to Atlassian Documentation: Working with Attachments

Where is the "Tools" button.  I want to delete an attachment to an issue.  The documentation says go to the issue page, Select "Tools">"Attachments"  However, I do not see a Tools button to select.

Hi David

When opening an issue, in the attachments section, you will see 3 dots on the far right of the section.

Click those and follow to Manage Attachments. You'll be able to delete attachments from there

and if I have no actions available under 3 dots, does this mean that I don't have permissions to delete my own attachments?
