Although I cannot know the exact use case, from the other discussion it sounds you're trying to automate the generation of Excel files. Before re-inventing the wheel, maybe you should check the (intuitively named) Excel Automation app which serves this exact purpose.

JIRA writes the temporary files to the temp directory. It stores the temporary files such as import / export files, attachment files and indexes in this /temp directory.

I have a feeling that this question is about trying to download an export directly instead of going through the UI.
Please, do not bother looking in the tmp or working directories for it. The file is not always there, it's usually not complete and it is often deleted before you get to it. Jira does a lot of the work of it in memory, and delivers it from there as well. You should not touch any files in the working directories of an active Jira system either (beyond reading, although that does not include copying them).

I'm afraid that does not really answer the question. But you still should not be reading the files from the server, they're not suitable for it.
For automation of downloads of data, use the REST interface.
