Support for application changes.
The support for software\system changes (change-ticket) to determine the following: -changes were communicated to both affected internal and external users. -changes were authorized and approved by management prior to implementation. -change requests were documented and tracked in a ticketing system. -changes to determine that a code/peer review was systematically required prior to deploying the PR into the production environment. -determine that system\software changes were tested prior to implementation -documented policies and procedures were in place to guide personnel in performing risk mitigation activities.

Software change management can managed by both Jira and Jira Service Management (JSM). Since you want to have an external access too, JSM is the best option for you as JSM allows external access.

I've seen SCM done with Confluence (mostly for the calendar integration with Jira) and Jira Software workflows. Make an SCM-specific project for documentation and leverage the workflow to satisfy your approval needs. Work up procedures and reports to capture approval timeframes, re-scheduled changes, failed changes, etc.
I would caution you against going too crazy using Jira like this, you'll end up with a burdensome process that nobody uses and work comes to a halt. In my experience, Jira should support a Change Advisory process, not Change Approval.
