Why are there no good project template add-in or solutions for the Cloud version?

Because the connect framework does not fully support project creation by external processes (yet)

Ok, so am I stuck and have to manually create project templates just because I'm a cloud user?

I am sorry that you can't do what you need, but yes, you are stuck.  Cloud simply has no routes to what you want to do.
