Why are there two different actions when pasting a screenshot? Annoying

If I create a new ticket in Jira, I am able to do a screentshot (Snipping tool, Greenleaf, etc) and paste it in with the message.  Very handy.

But, if I am replying to a customer's question, then paste a screenshot, Jira has the annoying "feature" of deleting everything I just typed and replacing it with the screenshot.  AAaaaarrrggghhhh!

It also has this "feature, if I start typing a response, then change anything on the ticket, such as labels.  Why?

This issue only happens if you open the ticket through the queue, but if you open through Issues and filters > Search issues it won't happen.
