Why can customer only see their requests and not all?

I created a test user to create a request so I can see how the flow worked. There are already requests in the system made by other customers. I created a request and can see that one but when I go to "All" I can't see the others other customers made.

Jira service desk has different permissions  Customers can only see their issues or ones shared with them.  It's a desired feature to protect internal comments and other fields from them.  If you change the browse permissions to open up viewing the core issue it defeats one of the primary features of JSD.
