Why can't I deactivate Jira users with the Bob Swift CLI?

We recently upgraded to Jira 9.4.6 and Bob Swift CLI 10.6. Now, when I try to deactivate a user with the command line tool, I get the following error:

$ ./acli --action updateUser --deactivate --userId id_of_user
Client error: id_of_user partially updated, but status could not be changed. Reason is unknown

The user is not a component lead, and can be deactivated with no trouble using the GUI. The command line interface works fine for other "updateUser" tasks.

Adding the resolution here:

The issue was identified with Jira 9.4.3 and above and 9.6.x, but not 9.5.x. We released a fix ACLI 11.0 that can be downloaded from here.
