Can't I see the top navigation bar in JIRA when i login

Can you clarify if you're on Jira Cloud or Jira Server? If it's the latter, it is not an expected behaviour. You may refer to the KBs below to narrow down the possible causes:

Otherwise can you share more insight on the issue? For example, do you see any errors? Or if the navigation bar appears on some pages?
