Why can't I upload an attachment when completing a form in a Jira project

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I have created a form in a project I have. I want users to be able to complete this form and add images in the description field. The form highlights that `/image` is an option however, when this is used the upload button is in an inactive state. I'm a little confused by this and want to know if this is by design and if there are any workarounds...
I could have users navigate to the work item and upload the attachments after they have created it through the form but this just feels inefficient.
(I have checked my permissions and they seem to be all good)
