Why can't team members submit timesheets?

I have not been able to find an answer to this.  I am a Jira Admin.  I'm also the approver of all of my team member's timesheets.  

Our period is configured to weekly, starting on Monday.  Team members are complaining that they cannot submit their timesheets on Sunday evenings.  The 'submit' button is just gone/missing.  When they come into work Monday AM, they are able submit.  

Is there a reason why team members would not be able to submit timesheets on certain days and/or times (i.e. Sunday evenings)?
