Why copy/paste and attaching bug Screenshots is NOT working in Jira???

I'm repeatedly seeing this issue where the copy/paste or even attaching a simple screenshot is NOT working in Jira software. Simply WHY??? this is one of the most basic feature for Issue Tracking app.

What makes this even worse is only admins can report an bug ??? again simply WHY???

Do you have the attachment field in the edit screen ?
