Can you disclose a larger screen shot of where you are in Jira?
On what ticket type are you when you press "add a child issue"? It might be that you don't have the ticket types activated in your project.

Now, adding a child issue is impossible for all ticket types. At the same time, everything worked correctly for the same project last night. The project settings haven't been changed since yesterday evening.

I would doublecheck that you have Subtask issue types enabled in your project
I just realized that you are on the free plan. Also doublecheck if you perhaps exceeded the limitations? https://www.atlassian.com/software/jira/pricing

The same problem is for trying to add a task. We will check again if we are within limits. I'm almost sure we have done nothing to exceed the limitations since last night but we will check more retentively again :)
