Why do I always get "Welcome to Jira" page on new tabs?

I always get the "Welcome to Jira" page. It asks me if I've used Jira before and to select an avatar. I shouldn't have to go though this every single time.

My issue is different

 The issue in the link you provided seems to be a continuous loop and the user never gets to login successfully (see below).

My issue is that I have to select a language and avatar ever single time I try and access Jira.
