Why do i have Estimate on not specified?

I'm trying to set the time tracker to Estimate of say 5hours and log 3hs and have remaining 2hrs, however estimated is always set to Not Specified.

I have set it to legacy mode and still no luck.

I would like it to be like be like the screenshot below where blue is filled in as estimate.

What i am seeing is this...

You need to put the field "Time Tracking" on the create screen:

And when you create the new issue new to put the time in the field "Original Estimate":

For example with "2h" in both fields:
