Why do you have to be a system administrator to import Issues from Excel into your project ?

This question is in reference to Atlassian Documentation: Importing Data from CSV

 

Why do you have to be a system administrator for the whole system to import Issues from Excel into your project ?  Surely this could be enabled at the project level rather than the system level so you could easily use Excel to import Bugs, Tasks, Stories, Epic etc to a project that you have admin access to !!!!

JIRA added a user-facing CSV Import a while back. You can find this by clicking IssuesImport Issues from CSV.

Thanks for the pointer Steven.  However the link you provided me seems to be for 6.4 and we are on 7.1.  Regardless - found the feature on the drop down for 'Issues'.  Thanks !.

The Excel/CSV import you are looking at needs administrator rights because it has the power to update (i.e. potentially destroy) system settings that administrators need to control, and it can span projects, ones that users may not necessarily have access to.  It's limited to admins because it can stomp on stuff non-admins should not be able to.
