Why does every person i add get (erroneously) added to Administrators project role

Hi,

 Ive spent 5 + hrs trying to research this... 

for some reason when ever i add ANY user and only assign them to a single group with access to a single project, they also can see a 2nd project (not the data in the project) but the project name, they can click on it, and go to overview, reports etc...

when i try the permission helper it says that this newly created user is a member of Administrators project role (im assuming for that project that i dont want them to see)- 

Ive even deleted the loging info, leveraged a different (new) email address, etc.. every time a new user has access to this other project.. 

 

so what is being done wrong on this... note - we have other project, but only this one is allowing all other users to see it..

Also,

 Project 1 (which i want the access to be given)- Uses Schema 1 and i create a brand new user with a new email and only assign it to group1 which only has assess to Project 1.

 Project 2 (which i dont want to give access to) -Uses Schema 2. and has 9 project that use this same schema.. and only 1 of these projects shows up (when it should not show up) on the view all projects from main (Jira Software, Your work, Project, Filters...etc) menu) for the User 1 created to access project 1 (not this project 2)

Never do i add this new user to any group that is used by Project 2, nor do i even know where the Administrators project role is set to determine what is going on...
