When people mail to helpdesk@mycompany.com, every minute the mail will "arrive" in JIRA. No problem here. But when we move mail to the mailbox helpdesk in Microsoft Outlook, the mail stays in the mailbox and will not "pop" to JIRA every minute...
How come and how to fix this?

I am not sure if I understand your question. JIRA can be configured to automatically create issues or comments on existing issues based on incoming messages received by a mail server or external mail service, if you are just moving messages in your Outlook desktop/web application, this messages will not retrieved by JIRA.
