We have a very strange problem. We have 2 projects that have identical project workflows, issue types, screen schemes, permissions etc etc. IE. There are no differences between.
Yet in one project in-line editing from the issue screen is disabled on issues in one project but not on the other. We found a strange work around whereby if you "edit" the ticket and save your changes, when it takes you back to the issue screen, in line editing is available but only while you're active on that screen. If you browse away or even refresh the screen, in line editing is once again disabled.
No idea what's going on, any help would be much appreciated.

Check if you'Re using the behaviours plugin as it disables the inline-edit functionality of issues with behaviours attached to them...

I would suggest you to log a case in support.atlassian.com to further investigate this behavior
