We have ~5 user groups set-up and only one has the permission level to close issues in the permission scheme. Unfortuantley, all of the user groups have the ability to close issues and this is something that I am trying to prevent.

You may check why those users have permission to close issues by using the JIRA Admin Helper.
The plugin should provide you with the reason why a particular user has permission to perform the selected action for a specific project.

If in doubt, open the workflow and look at the conditions on the transition. If there are none, or you've got some very open ones (like anyone who is the role of user), you'll need to work out how to make them stop matching the rules.
