Have them clear their cache and cookies.
Also make sure they're using at least the following IE Versions:
As outlined in the Supported Platforms/Browsers.

I have tried myself and it didn't work. I have IE 11 and i've cleaned the cookies and temp files.

I do see a bug that was just filed for Confluence on blank pages when viewing in IE:

This was just submitted 20 minutes ago by an Atlassian employee. You might be seeing the same thing in JIRA.
My recommendation would be to reach out to support if you're still seeing this after clearing cache/cookies. This might be a known issue.
