Why is this story in banner form?

Good afternoon!

I'm an admin for Jira at my company and we had a user asking why one person on her project sees the issues in full detail view and another sees it as a banner. 

I had always assumed that the banner view was only when issues had sub-tasks assigned, but this story has no sub-tasks and is still in banner form. 

What causes the banner form on the board and how can I resolve this? (First picture below shows the banner view, second shows the normal issue view)

Isn't the swim lane just closed on the first picture? You just need to expand it.

It's currently expanded in the picture, but I found the issue - there was an attached subtask assigned to another user, but the base story is assigned to the user whose quick filter I had selected. Thanks!!
