Why issue status can't switch to INVESTIGATION from OPEN?

1.  is there any link from 【Open】to 【INVESTIGATION】
2. if link exists , please check , is there any 【Conditions】which could possibly block the transition

Workflow shows "Open" to "INVESTIGATION" need "submit",  I also did it, seems didn't work.

Workflow seems correctly configured , could you please check whether you binded the workflow with corresponding issue type as you picture shows.

Sometimes people changed some configure in draft workflow , forget to put it into active.

As Tom and Nic suggest, you should check for conditions on the Submit transition in the workflow.

As an aside, it looks to me like there are two different things called "Submit" here, which are not necessarily related:

1. The Submit transition in the workflow that goes from Open status to Investigation status
2. A field called "Submit or Abandon" with the value Submit.
