Why my jira server not getting installed and everytime gives errors?

Hi Folks, I tried installing JIRA Server for a long time but every time it gives me new errors. This time one of the errors is of a licence key. Though I generate a new license key every time it gives me an error which you will be able to see in an attachment attached over here. Can you please help me over here? I am really stuck at the same place for a long time.   It also doesn't allow me to update the license.

Well,

the second screenshot gives an explanation: Get a license matching your user count. You cannot downgrade your license as long as more users are allowed to access Jira as the downgrade license allows.

You might want to contact Atlassian directly on license questions.
