Why two states in the swimlanes?

What is this meant to be used for?

When dragging and dropping a ticket e.g. from To Do to In Progress I get two options where to drop it. In this case either ToDo-InProgress or the second section which in this case is simply In Progress.

I think, you assigned two status to the same column. Look at the board configuration, and there at the Column configuration.

That was my initial thought as well, but no...?

That looks like the definition of another board.  Jira doesn't have any way to concatenante two columns together like that.  The board in your first screen shot has a ToDo-InProgress column that isn't in this config

I guess it might be possible if there's some App you've got that amends the boards like this, but I've not seen one that does it.
