Why would links in Structure show for some users but not for all that have same permissions?

On a specific structure built with Structure 3.5.0, have a user that has the same permissions as several other users that can see the entire structure, using the same browser, can see the structure and the filter results, but not the synchronized links (no carrots showing the linked issues through "Implements" link).. She is looking at the same view as well.

Why is this happening?

Do you mean the linked issues, which are sub-issues in structure are not visible? 

Could you please create a request in our support system and provide a screenshot illustrating this. Here is the link: support.almworks.com
