Why would my Auto Watcher rules stop working? Users are no longer added to new tickets.

I noticed our AutoWatch rules stopped working within the past week.   I have deleted and readded the rules but that has not worked.   I have to manually add users as watchers on tickets.  any suggestions?

For cloud I think better ask support team, because we cannot see inside systems.
